Gaming Regulation
Through the Gambling Control Division, the Department of Justice regulates all forms of gambling in Montana, except for the Montana Lottery and horse racing. The legislature has charged the division with maintaining a uniform regulatory climate that is fair and free of corrupt influences. The division is also responsible for collecting gambling revenue for state and local governments. Under Montana law, businesses must have a liquor license before they can hold a gambling license, so the division also serves as a point of contact for obtaining various liquor licenses.
Montana law mandates strict regulation. Division staff seek to balance this requirement with providing responsive service to the businesses and citizens we regulate.

Operations Bureau
The Operations Bureau is responsible for the division's license, tax and administrative functions. The bureau also assists in licensing applicants by conducting financial background reviews and conducts gambling tax field audits of licensed locations.

License and Tax Section
The License and Tax Section processes and issues gambling licenses and permits, including video gambling machine permits. The section also collects and distributes gambling taxes and license and permit fees. In cooperation with the Department of Revenue, the License and Tax Section receives and processes the combined liquor and gambling license application.

Investigations Bureau
The Investigations Bureau performs all criminal background checks on license applicants and conducts detailed investigations to ascertain applicants' suitability under state statutes. The bureau also conducts criminal investigations of alleged violations of state gambling laws and administrative rules, and inspects the premises of licensed liquor and gambling establishments.

Testing Lab/Technical Services Section
The Technical Services Section provides testing lab services for all gambling devices in the state, and conducts on-site testing and inspection of video gambling machines.
